The Etape case unbolts the federal court door to hundreds-of-thousands of US resident aliens seeking federal court intervention and review of their long-delayed US citizenship applications. The Etape case also leads to one of the first federal court trials, in the modern era, on the merits of a US resident alien's US citizenship application.
